FW Attorney Joe Dischinger published "From the Board...The New Wotus Rule" in the August 2015 monthly newsletter of the Colorado Environmental Management Society, of which he is the 2015 Treasurer. His article discusses the formulation of a rule to define the term Waters of the United States (WOTUS), which takes effect August 28, 2015, and attempts by over half of the states in the U.S. to block implementation of the Rule.
